NOTICE TO GENERAL PUBLIC FOR DISPOSAL OF LANDED PROPERTY AND OTHER PHYSICAL ASSETS OF HERITAGE BANK (IN-LIQUIDATION)

The Nigeria Deposit Insurance Corporation (NDIC), in the exercise of its statutory powers as liquidator of failed banks under section 62(1)(d) of NDIC Act, 2023, wishes to draw the attention of the general public for the upcoming disposal of landed property and physical Assets belonging to Heritage Bank (In-Liquidation) at 36 affected locations across the country. The date for the planned auction exercise will commence from Wednesday 4th December 2024 by 10:00am Prompt.

Scope of Disposal:

1. The scope of disposal will be for the Auction of landed property and chattels belonging to the Heritage Bank (In-Liquidation) across the country. Buyers who wish to participate shall follow laid down guidelines aimed at ensuring transparency, fair competition, accountability, equity and timeliness in line with the tenets of corporate governance principles to enable recovery of commensurate values from the auction exercise for the payment of liquidation dividends to eligible claimants.

2. Landed property and Chattels in the affected location as listed are to be auctioned therein. The property will be sold “as is “and “net “of all taxes.

3. The Corporation shall give preference to financial institutions who are willing to buy the property at the highest auctioned prices along with all the physical assets at wholesale value, thereby giving them the right to match the highest bid. The purpose of this preference is to allow the continuation of provision of financial services to the Nigerian public at those locations to bolster financial inclusion initiatives of the Nigerian financial services regulators.

4. However, Corporate bodies and Private individuals willing to compete are equally eligible to compete with the financial institutions without prejudice.

5. The auction exercise shall be open and competitive to all bidders and shall take place at the six (6) geo-political zones covering all the thirty-six (36) locations of the Heritage Bank (In-Liquidation) at scheduled dates accordingly.

6. All interested bidders should, in addition, submit their sealed bids with 10% bid security in Bank draft at various designated NDIC locations across the country. Failure to attach the 10% Bank draft for bid security will render such bids submitted Null and Void.

7. The affected locations are as follows:

7.1 South-West: For all branches in Lagos, Oyo, Ogun, Ondo and Ekiti states. Sealed Bids should be submitted at NDIC Lagos Office, 23A Marina street, Mamman Kontagora House, 23A Marina Lagos. Date 4th December, 2024

7.2 South-East: For all branches in Enugu, Anambra, Ebonyi, Abia and Imo states. Sealed Bids should be submitted at The NDIC Enugu Zonal Office, 10 Independence Layout, Enugu 400102, Enugu. Date 10th December, 2024

7.3 South-South: For all branches in Rivers, Delta, Akwa Ibom, Cross River, Edo and Bayelsa states. Sealed Bids should be submitted at the NDIC Port-Harcourt Zonal Office, 104 Woji Road off Olu Obasonjo Road GRA Port-Harcourt. Date 12th December, 2024

7.4 North-East: For all branches in Bauchi, Gombe, Yobe, Taraba, Adamawa and Borno states. Sealed Bids should be submitted at the NDIC Bauchi Zonal Office Plot No. 3 Bank Road Bauchi. Date 10th December, 2024

7.5 North-West: For all branches in Kano, Jigawa, Katsina, Zamfara, Sokoto and Kebbi states. Sealed Bids should be submitted at the NDIC Kano Zonal Office 44/45, Muhammad Muhammad Avenue, Off Maiduguri Road, Hotoro, G.R.A. Kano. Date 12th December, 2024

7.6 North-Central: For all branches in FCT, Nasarawa, Niger, Kaduna, Plateau, Benue and Kogi states. Sealed Bids should be submitted at the NDIC Corporate Head office, Plot 447/448 Constitution Avenue CBD Abuja. Date 17th December, 2024

8. All bids should be dropped in the bid box provided for this purpose. All bidders would be given opportunity for inspection on specific dates within one week before the scheduled date of auction.

9. All branches in Lagos and Abuja would have 3days (Tuesday,26th Nov – Thursday, 28th Nov, 2024) allowed for the inspection from 10am-3:30pm.

10. For branches out of Lagos and Abuja, bidders will have two days (Wednesday, 27th Nov – Thursday, 28th Nov, 2024) prior to schedule date of disposal to visit the locations from 10:00-3:30pm.

11. For adequate guidance, the Corporation has posted the reserve prices on the landed property and physical assets for the attention of all bidders.
